The Four-Pillar Evaluator v1 is observational only. It defines how the platform should observe, classify, and report on the four pillars without performing automated remediation or system-changing actions.
The evaluator must use /service-registry-v1.json as the canonical input source for service inventory and route expectations. If registry entries are marked inferred or needs-verification, evaluator confidence must be reduced instead of assuming the topology is fully proven.
